NDPS

  1. All the illicit drugs or psychotropic substances recovered from a person, place, conveyance etc. are material evidences and are liable to confiscation. Further they constitute primary evidence for any act, omission or commission on the part of person rendering him liable for punishment under Chapter IV of NDPS Act,1985. Most of the Narcotic drugs and psychotropic substances cannot be conclusively proved to be such drugs or substances merely by visual examination and they require to be proved by chemical analysis to be conducted by chemists authorized under Section 293 of Cr.P.C. 1973.
  2. Government of India vide notification No. 74F.No. 50/53/76-Ad-II dated 17 July 1976, as amended vide notification dated 02nd February 1977, have declared chemists of different grades working in Central Revenues Control Laboratories as Government Scientific Experts for the purposes of section 293 of Cr.PC.

    2. Central Revenues Control Laboratory New Delhi and Govt. Opium & Alkaloids Works, Ghazipur.
    3. Chemical Examiner Gr. I, Custom House Laboratories, Mumbai, Kolkata, Chennai, Central Revenues Control Laboratory, New Delhi, Central Excise Laboratory, Vadodara and Govt. Opium & Alkaloids works Ghazipur.
    4. Chemical Examiner Gr.-II, Custom House Laboratories, Kochi, Kandla, Vishakhapatnam, Mumbai, Kolkata, Chennai, Central Revenues Control Laboratory, New Delhi, Central Excise Laboratory, Vadodara, Govt. Opium & Alkaloids works Ghazipur and Neemuch.
    5. Assistant Chemical Examiners at Central Revenues Control Laboratory,New Delhi, Custom House Laboratories at Mumbai, Kolkata, Kandla, Goa, Chennai, Kochi, Central Excise Laboratory, Vadodara, Govt. Opium & Alkaloids works Ghazipur and Neemuch.
    6. Chemical Examiner Gr.-II (Shift Chemist) at Govt. Opium Alkaloid Works Neemuch.
  3. Laboratories to which samples of NDPS can be forwarded:-
    The seizing officers of the Central Government Department viz. Customs, Central Excise, Central Bureau of Narcotics, Narcotics Control Bureau, Directorate of Revenue Intelligence etc should forward samples of the seized drugs to one of the Laboratories of the Central Revenues Control Laboratory nearest to their offices depending upon the availability of test facilities. Out of14 Revenue Laboratories, 11 Revenue Laboratories are authorizedfor testing of seized material suspected to be NDPS (Reference Standing Instruction No. 1/88 dated 15.03.88 (under Section 52 of NDPS Act) of Narcotics Control Bureau–
